The Internal Revenue Commission (IRC) is responsible for the administration of Papua New Guinea’s Customs and major tax legislation.

In a practical sense this means we:

  • Facilitate trade and manage movement of all goods, vessels, aircraft, vehicles and people across our borders in order to protect the PNG community and ensure PNG’s laws are upheld.
  • Supervise all imports and exports to ensure compliance with relevant laws and regulations.
  • Collect all of PNG’s taxes, including GST, group tax, excise, and income tax. We inform the public about their tax obligations, we assess their tax forms, and we take action against those who avoid tax. We give all the revenue we receive to Treasury to redistribute across PNG.
  • Promote manufacturing and export through tax measures; and
  • Support customs and tax work through employment of the Public Service Management Act.

In addition, Customs also:

  • Provides recommendations on tariff policies to the Ministry of Finance by taking into consideration the current economic situation; and
  • Compiles and publication of import and export statistics
