For standard commercial flights, Jacksons International Airport in Port Moresby is the only airport with full-time Customs, Immigration, and Quarantine services.

ℹ️ Standard Procedure: Most visitors must land at Jacksons International Airport first before transferring to domestic airlines for other locations within PNG.


Flying to Non-International Airports

If you are operating a private, chartered, or mine-supply flight and wish to land at an airport other than Port Moresby, you must obtain prior approval from PNG Customs.

How to Apply

Operators must submit a Request for Approval to Customs. The timeline for submission depends on your flight type:

  •   Large Flights (10+ passengers/crew): Must be lodged at least 30 days before arrival or departure.
  •   Small/Private Flights (Less than 10 passengers): Must be lodged at least 5 clear working days before arrival or departure.
After Getting Approval

Once Customs approves your request (under Section 25(3) of the Customs Act), you must then:

  • Liaise with the Department of Transport and the Civil Aviation Authority for necessary flight permits.
  • Coordinate with the regional Customs office to arrange for passenger processing.

Mandatory Notifications

Even with approval, all aircraft must provide a Notification of Flight Movement:

  •   Standard: Notice must reach Customs 3 hours before arrival.
  •   Short Flights: If the flight time is under 3 hours, notice may be provided 1 hour in advance.

Conditions of Approval

If your flight is approved to land at a non-international airport, the following legal conditions apply:

  •  Advance Passenger Information (API): You are legally obligated to provide a full report of all passengers and crew before arrival or departure.
  •  Associated Costs: The operator is responsible for costs related to officer travel, accommodation, overtime, and any necessary infrastructure required to create a secure processing environment.
  •  Temporary Imports/Exports: Any items brought in temporarily must have the correct documentation. Items must be re-exported by the authorized date, or full duties will be charged.
⚠️ Failure to comply with these conditions under Section 25(4) of the Customs Act may result in heavy fines, administrative penalties, or forfeiture of goods.

Emergency Exceptions

In specific circumstances, an aircraft may land at a non-approved airport without prior notice. These include:

  •   A forced/emergency landing.
  •   Search and rescue operations.
  •   Military aircraft not carrying dutiable cargo.
  •   Flights with specific written permission from the Chief Commissioner of Customs.

ℹ️ Action Required: Operators must advise PNG Customs urgently if any of the above situations occur.
